Horne is a Senior Advisor to Keller McIntyre & Associates.
He provides the firm with expertise of the Executive
Branch agencies, housing issues, and the political landscape
David served as Chief of Staff to the U.S. Department
of Housing and Urban Development (HUD). There he oversaw
the day-to-day management of HUD's $40 billion budget
and 9,300 employees. He was involved in policy matters
affecting the FHA, public housing (including HOPE VI),
senior, disabled, and AIDS housing, Community Development
Block Grants, and natural disaster assistance.
Previously, David spent six years working for New York
Representative Rick Lazio as his Chief of Staff. He
was also Senior Counsel for Mr. Lazio's Banking Subcommittee
on Housing and Community Opportunity. David was the
primary staff negotiator for the landmark housing and
HUD reform bill and the Quality Housing and Work Responsibility
Act of 1998, and was involved in initiatives relating
to appropriations, health care, and international relations.
In addition, David served as Senior Advisor for Mr.
Lazio's Senate bid.
From 1990 to 1995 David practiced law with Gibson, Dunn
& Crutcher in Los Angeles and Washington, working mostly
on bankruptcy, real estate, and corporate reorganization
David received a Bachelor of Arts from Cornell University
and a law degree from Georgetown University Law Center,
graduating Magna Cum Laude.
David was the political director for the National PAC,
the largest, independent, bi-partisan political action
committee in the country. He also worked briefly for
the Departments of Labor and Commerce, and for the United
States Attorney for the District of Columbia.
David resides in Washington, DC, with his wife Connie
Lausten and their three children.
